Yeah, all the Persona games are huge on Tarot themes - every Persona, every monster (at least in 3 and 4) and any character for whom it's relevant is sorted into one of the Major Arcana.
The Heroes could all three be considered Fool arcana, being blank slate coming-of-age-story protagonists (Souji and Minato/Minako also start off with Fool-Arcana Personas). Minako's plot associates her heavily with Death for various reasons, and Grell's a Shinigami. Grell is also a kind of Devil in personality (not bad, just...not very moral either), and Tsukasa is...well, hevily involved with literal devils. Judgment applies to both Minako and Tsukasa because their plots end with something like "Judgment Day", and they take a big part in how that is resolved.
I'm just screwing around with shallow interpretations of Tarot cards as personality descriptors for fun, basically.
